THIS TITLE Title 10-ENERGY contains Parts 1 through 50 and sets forth the complete body of federal regulations governing energy policy and nuclear-related activities as revised and in effect on January 1, 2025. The contents of this volume represent all rules and regulations codified under this title of the Code of Federal Regulations on that date and are published as official legal text by the United States Government.
Title 10 is administered primarily by the Nuclear Regulatory Commission, with additional authority exercised by the Department of Energy and other federal agencies as applicable. These regulations establish the statutory and regulatory framework for the licensing, construction, operation, inspection, modification, and decommissioning of nuclear reactors and facilities within the United States. They also govern the possession, use, manufacture, transfer, transportation, storage, and disposal of nuclear materials, source materials, and byproduct materials.
This volume includes provisions addressing radiation protection standards designed to safeguard workers, the public, and the environment from the potential hazards associated with ionizing radiation. It outlines permissible exposure limits, monitoring requirements, labeling and posting obligations, and reporting procedures related to radiological safety. The regulations further establish requirements for training, recordkeeping, and operational controls intended to ensure compliance with federal health and safety objectives.
Title 10 also contains comprehensive rules for domestic licensing, including application procedures, technical standards, operational requirements, and conditions for approval. These provisions define the responsibilities of licensees, establish inspection and oversight mechanisms, and set forth enforcement authorities, including notices of violation, civil penalties, license modification, suspension, or revocation, and other corrective actions.
In addition, this volume addresses safeguards and security requirements intended to prevent unauthorized access to nuclear materials and facilities, protect against theft, sabotage, or diversion, and support national security objectives. Emergency preparedness and response planning obligations are also incorporated, ensuring that licensees maintain appropriate plans, coordination measures, and communication protocols to address potential radiological incidents or emergencies.
The regulations compiled in this edition reflect the legal, technical, and administrative foundations of the federal nuclear regulatory system. They are essential for ensuring consistent application of energy policy, maintaining public health and safety, and supporting the responsible use of nuclear technology.
This official edition is intended for attorneys, judges, regulatory officials, nuclear facility operators, compliance officers, engineers, consultants, researchers, educators, government agencies, and members of the public who require accurate, authoritative, and up-to-date access to federal energy regulations. As an official codification of current law, this volume serves as a critical reference for legal compliance, regulatory analysis, academic study, and policy development.
